What do you mean no provocation?

As it happens, the Soviet satirical magazine Krokodil (1938), got it frighteningly right:

The title goes:

On the Czechoslovakian border

“Why so many troops here?”
“In case of provocation.”
“What if there’s no provocation?”
“What do you mean no provocation, with so many troops!”
